Lack of real property registers has been one of the greater problems connected with the holding of property in Lithuania for many years. Thus Lithuania, unlike other European countries, has not inherited long-standing traditions for the administration of real property registers and accompanying rights.
The situation, however, radically changed with the establishment of the State Land Cadastre and Register, a forerunner of the State Enterprise Centre of Registers in 1997. After the Ministry of Justice was delegated the rights of the founder, the Enterprise finally became a centre of registers, not only by its changed name, but in the sense of the delegated functions as well. The Centre of Registers’ mission was to develop and administer the Real Property Register, the Register of Legal Entities and the Address Register.
The Centre of Registers standardised handling of the registers it was in charge of resulting in a more efficient, cheaper and more transparent administration. Based on equal criteria, such administration of registers enables implementation of related policy tasks on the state registers – to accumulate registers’ data, provide state guarantees with regard to ownership rights to real property and provide services based on the register data to all interested parties.
Equipped with nearly all the most advanced information technologies and a team of highly qualified specialists, today the Centre of Registers offers its clients effective solutions ensuring immediate and transparent real property formation and registration, territorial planning, real property mass valuation, registration of legal entities and others.
Today the Centre of Registers faces new challenges in introducing electronic conveyancing of real property, establishing the Certificate Authority of the Centre of Registers, new public electronic services of the Register of Legal Entities, management of electronic archives as well as others. At the same time the Centre of Registers is prepared for proper representation of Lithuania by creating new services of unified Europe thus contributing to the development of an effective European Union system of registers.
